Shared Vision Planning (SVP) is a collaborative approach to formulating water- management solutions that combine:  1) traditional water resources planning; 2) structured public participation; and 3) collaborative computer modeling.

The SVP goal is to evaluate the possibility of streamflow enhancement on the North Fork and mainstem of the Cache la Poudre River, upstream of the confluence.  SVP will bring together the project applicants and other stakeholders in a collaborative planning and model-building exercise.  This Shared Vision Model (SVM) will help all parties fine-tune their understanding of how reservoirs operations might impact streamflows. This then will allow the cities to jointly develop new reservoir-management strategies to improve ecological outcomes while still meeting water-supply needs.

The cities of Greeley and Fort Collins lead the Halligan-Seaman Water Management Project and work with the North Poudre Irrigation Company and the water districts of North Weld County, Fort Collins-Loveland and East Larimer County.  The Nature Conservancy, Trout Unlimited, the Colorado Division of Wildlife and others also will join the collaborative process and model-building exercise.  Bill Werick, Werick Creative Solutions, is the SVP project facilitator. Mark Lorie of Resolution Planning is the technical modeler and will handle day-to-day SVP responsibilities.
